> Who can wear blue? 
Everybody - you just need to get the shade right for your colouring. Brown eyes are emphasised by soft blue, and blue eyes by midnight blue.
> How to apply it?
On the mobile lid or in a halo all around the eye. Avoid layering colour up to the eyebrow, which can be OTT. Apply a light eyeshadow under the arch of the brow to brighten up your eyes.
> Tips  
Under-eye cream is essential, especially if you're applying make-up under your peepers. If you're not used to blue eyeshadow, go for a translucent, lightly pearly texture for a radiant result.
> And the rest?
Choose a bois de rose blusher (certainly nothing too red), and plum lipstick to keep the colour harmony going. Illuminate it by wearing light foundation.
